United Nations Security Council Backs the US Gaza Strip Peace Plan

The Security Council has supported proposals advanced by Donald Trump for securing a durable ceasefire in Gaza, featuring the introduction of an global peacekeeping force and a possible route to a Palestinian statehood.

Widespread Support with Key Absent Votes

The resolution was adopted by a vote of thirteen in favor, with China and Russia choosing not to vote. America's representative the US ambassador informed the council chamber that it set “a fresh direction in the region for Israelis and Palestinians and all the inhabitants of the territory alike”.

Negotiated Language on Palestinian Statehood

Addition of references to an self-governing Palestine was the price the United States paid for support from the Arab states, who are expected to provide stabilisation troops for the international stabilisation force (ISF).

“Interim measures that we embark on today must be carried out in accordance with legal norms and honoring Palestinian sovereignty,” the UK chargé d’affaires affirmed.

Government Resistance Remains

However, on the brink of the UN vote, leader the Israeli leader reaffirmed his government’s firm resistance to the creation of a Palestinian state, raising questions on whether the Israeli government will allow the enactment of the UN-mandated proposals.

Key Provisions of the Proposal

  • Prompt removal of ongoing restrictions on humanitarian aid into the strip
  • Creation of an multinational peacekeeping unit
  • Moves towards rebuilding and a potential “pathway to Palestinian sovereignty and sovereignty”

Ambiguous Language and Requirements

The mention to Palestinian statehood was a balanced insertion to an original American proposal which omitted it. But the phrasing is vague and conditional, promising only that once the PA has reformed itself and the rebuilding of Gaza is under way, “the conditions may ultimately be in readiness for a feasible course to Palestinian self-determination and sovereignty.”

Worldwide Feedback

The language did not meet of the strong guarantee to the building of a sovereign Palestine alongside Israel requested by Muslim nations, as well as European council members, but in addresses to the assembly after the decision, representatives from those states said they were prepared to accept the agreement in the service of prolonging the present ceasefire and prompt actions to feed and protect the 2.2 million Palestinian residents in the strip.

“Algeria has eventually decided to endorse of this text, a measure that we back its core objective, namely the maintenance of the ceasefire and the creation of conditions permitting the Palestinian population to exercise their immeasurable rights to self-determination and sovereignty,” Algeria's representative declared.

Execution Hurdles

This measure provides comprehensive monitoring control to a “board of peace” headed by Trump, but of uncertain membership. This committee has to update the UN but it is not required to follow the wishes of the global organization or by the Palestinian leadership.

Additionally, it requires the establishment of a specialized Palestinian group that is expected to manage day-to-day governance of the Gaza and the distribution of aid, but it is highly uncertain who would participate.

Stabilisation Team Authority

The mission of the international stabilisation force gives it authority to remove and dissolve militant organizations in Gaza, but it is quite ambiguous that possible sending countries would consent to engage such groups. No country has to date committed itself to contributing forces.

Moreover the requirements for modification of Palestinian leadership, the requirement towards moves to a sovereign Palestinian, have been hazy.

EU representatives said they considered it urgent that the names of the expert panel to deliver services was agreed as without delay.
